Step 1: Set the document properties to (210 px) x (210 px) at 24 fps. Draw a circle (200 px) x (200 px) and set the x,y position to 5,5 in the properties panel as illustrated below.

Step 2: Insert a blank keyframe on the timeline at frame 30. Draw a square the same size as the circle and in the same x,y position as illustrated below.

Step 3: Click anywhere on the timeline between the 1st & 30th frame. In the properties panel, select shape tween as illustrated below.

Click on Time Line & Select Shape Tween

You're done!. I inserted another blank key frame at frame 45, copied and pasted frame one to it and added another shape tween to give it a smoother looping effect. Here's what it looks like:
